Meet the Wyoming Outdoorsmen Board Members
BOARD OF DIRECTORS

Dustin Rosencranse
WyO President
Dustin’s love of the outdoors was instilled by his father, a lifelong outdoorsman and hunter. Dustin and wife Jenni owned their Cody powersports dealership for 24 years, where Dustin supported several committees and agencies aimed at preserving recreational rights on public lands. Now able to spend more time with their 2 children, Dustin also builds custom rifles, and hunts & guides the backcountry of Wyoming and Canada.

Ray Hatfield
WyO Vice-President
Ray Hatfield has 35 years of experience as a full-time taxidermist, as well as being an avid hunter, trapper, and fisherman. Anything that deals with the outdoors is right up Ray’s alley.

Kelli Jo Chouinard
WyO Treasurer
Kelli Chouinard moved to Wyoming with the idea of getting back to her roots in the agriculture industry. She, her husband, native Wyomingite, Shawn and their son, Cyrus, enjoy outdoor ventures year round.

Bruce Salzman
WyO Secretary
Bruce has contributed untold hours serving as a Director since 2016 and is currently also the Board Secretary. As a life-long sportsmen, Bruce enjoys the pursuit of many of Wyoming’s outdoor experiences. He helped design and organizes WyO’s annual WY Hunt Fish Programs and donates his time as a Mentor. Bruce is a Wyoming Certified Hunter Education Instructor, an NRA Rifle and Pistol Instructor and Range Safety Officer.

Tim Barry
WyO Director
Tim is an avid hunter and angler and life-long outdoorsman. He has been an NRA Firearms and Hunter Safety Instructor for 25+ years and has taught numerous courses in the Cody area. He is a Hunt Mentor for WyO sponsored Wood River Deer and Turkey First Hunt program for the last 5 years. Tim has been a BOD member for the previous 4 years and served on the Banquet and Scholarship Committees for the last several years.

Michael Burrell
WyO Director
Michael Burrell has a deep passion for everything outdoors.He enjoys hunting moose to game birds. Mike is a NRA firearms Instructor and his full-time career takes him outside daily as a Wildlife Biologist for the USDA Wildlife Services, where he specializes in predator management. Mike lives to be outside and is passionate about sharing it with his wife, three children, two grandchildren, and friends.

Shawn Chouinard
WyO Director
Shawn has spent the majority of his life living in northwestern Wyoming, Shawn is an avid outdoorsman. Any time spent fishing or hunting is what he prefers. When given the choice, bird hunting is his Shawn’s first choice. Shawn grew up learning to hunt and fish from his father and grandfather, creating many fond sporting memories from all over the Big Horn Basin. Shawn, his wife Kelli,and son Cyrus live in Powell.

I have lived in Cody all of my life. Raising my family here, so we could hunt, fish, and take pack trips. The best of elk, deer, sheep, and antelope hunting seems to be behind us. But I will do all that I can to help reverse or at least slow down the decline in our wildlife population and habitat.

Kassie Smith
WyO Director
Growing up in Utah I developed a love for the outdoors while watching my dad guide. Living in Cody I am an Administrative Assistant for a financial firm and own my own small business. I have lived in Wyoming for 20+ years. I enjoy hunting, fly fishing and all outdoor recreation. I have two kids who have a great passion for the outdoors. Both are currently involved in 4H and FFA and have competed in shooting sports. Over the years I have served on local boards; Cody Wrestling Club 11 yrs, CHS Booster Club 5 yrs, Valor Gymnastics Club and help our local shoot club with grants and fundraising. Wyoming’s outdoor traditions are a deep part of our state’s culture. I would like to be involved in passing down and maintaining those skills and values.

Tom Kelly
WyO Director
Tom and his wife Paula are both avid outdoor enthusiasts and residents of Cody Wyoming. Tom began his lifelong love of hunting & fishing as a young boy in Wisconsin. With a degree in marketing & finance, Tom’s career has been spent as a program manager for DoD related contracts and other commercial projects. Tom also founded, developed the commercial website for and managed an online retail business.

Robert Kondash
WyO Director
Robert “Bobby” has spent the majority of his 25+ years living in Wyoming enjoying himself in its vast outdoors. There is no distance or back-country climb too far or difficult for Bobby to discover a good and exciting hunt. He enjoys his life as a sportsman and sharing his many outdoor experiences with other hunters. His most favorite outdoor sport is pursuing Big Horn Sheep. Bobby and his fiancé Liz live outside of Cody.

Jenni Rosencranse
WyO Director
Jenni’s love of the outdoors stems from a lifetime of camping, hunting, fishing and recreating, mostly in the Absaroka Range of the Shoshone Forest. She and her husband Dustin owned and operated a Powersports Dealership in Cody for 24 years and were very involved with preserving multiple use of public land for all users. Jenni also worked for the City of Cody for 14 years and is now working for Yellowstone Tax and Accounting. She has been on the WyO board since June of 2023 and has served as the Secretary and as a member of the Banquet Committee. In her spare time she enjoys spending time in the mountains with family and friends, hunting, fishing and reading books.

Megan Rutherford
WyO Director
Megan’s passion for the outdoors is deeply tied to her commitment to wildlife conservation and passing on these values to future generations. Alongside her husband and three boys, she enjoys hunting and experiencing the beauty of nature together. In their spare time, the family rides their mules and horses, simply enjoying being outdoors and spending time together.

Fred Williams
WyO Director
Fred was fortunate enough to retire early and moved to the Wood River area outside of Meeteetse. Since then, Fred has committed many volunteer hours introducing others to the outdoors who otherwise might not get that opportunity, as well as fund raise to support those efforts. Fred is a founding board member for the WY Women’s Antelope Hunt and past State Director for the First Hunt Foundation (FHF).
